Can I change the number of soldiers per unit?

Yes. From the Main Menu under Settings → Graphics Settings → Advanced Graphics, adjust the Unit Scale setting.

Unit Scale cannot be changed mid-campaign, and using any setting above High may lower performance and adversely alter the power balance of units.
